Turning a garage into living space in Portland needs a building permit, and usually electrical, plumbing or mechanical permits too, with drawn plans and inspections. Portland doesn't require off-street parking, but if the conversion removes a parking space you must show where a space can go outside the required setbacks, and driveway parking alone may not count.
What Portland asks for
- A building permit for the conversion.
- Trade permits for electrical, plumbing or heating work. A combination permit puts them all together so you can request all inspections at once.
- Plans: a site plan and architectural plans drawn to scale, at least 11 by 17 inches, plus structural plans and calculations if structure changes.
- Major alterations: larger projects can count as a Major Residential Alteration or Addition, which adds a delay period and notice to neighbors.
The parking rule
Off-street parking isn't required in Portland, but if converting the garage removes the existing space, the permit has to show how a parking space can be provided outside required setbacks. Check this early; it can decide whether the project works on your lot.
What the inspector looks at
Garages weren't built as living space, so the usual items are:
- The floor: garage slabs slope toward the door and sit lower than the house. They usually need insulation and a new floor built up level.
- Insulation and ventilation in walls and ceiling.
- The garage door opening, framed in as a wall with windows, insulated and weatherproofed.
- Emergency escape for any bedroom.
- Heat, and fire separation if part of the garage stays a garage.
Clackamas County and Happy Valley
Both require a building permit to turn a garage into living space, the same as Portland, but each has its own planning rules, including what happens to the parking. Happy Valley's Building Division is at 503-783-3800; unincorporated Clackamas County's Building Codes division is at 503-742-4240.
